The human and economic cost of this stalemate is incalculable. Tourism revenue left uncaptured. Energy resources unexplored. University partnerships never formed. Entrepreneurial networks never built. The Aegean Sea — which should be one of the world's greatest engines of commerce, culture, and innovation — remains a line of division.

The framework envisages the long-term integration of Türkiye and Greece as a singular, cohesive destination, supported by a unified visa regime for international travelers, cross-border university partnerships, and integrated cultural and economic programmes. The two nations stand far from this reality today; yet the necessity for such a partnership has never been greater.

The Nordic nations provide a definitive blueprint for how former rivals can evolve into the world's most peaceful and harmonious neighbors. This must be the long-term objective for both states. To initiate this transformation, the proposal rests on the following three imperatives:

  1. 1. The Aegean Council:The formal establishment of the Aegean Council as a permanent inter-parliamentary and inter-governmental body, convened through a foundational summit and guided by high-level observers from the Nordic Council to ensure a framework of neutrality and institutional wisdom.
  2. 2. Strategic Autonomy:The bilateral relationship must be insulated from the destabilizing influence of external actors whose geopolitical agendas may be pursued at the expense of regional stability. Decisions concerning shared security and economic future shall be shaped by the sovereign will of the two nations alone.
  3. 3. The Inviolability of Peace:Regardless of the complexity of outstanding disagreements, armed conflict is not — and shall never be — an option. The leadership of both nations, including their military commands, is called upon to pledge a formal, binding commitment to this principle as an irrevocable promise to citizens and the international community.

The framework is informed by the principles of Radical Transparency: by adopting objective, evidence-based methodologies in governance and cooperation, both nations can move beyond historical ambiguity and foster an environment of efficiency and exceptional economic performance.

History is rarely shaped by those who accept the status quo. It is shaped by those who possess the courage to redefine it. The leadership of Türkiye and Greece is invited to consider this proposal and to establish a legacy of peace that will define the Aegean for the next century.
